SEA-PLM's Governance Structure
The Regional Steering Committee oversees all strategic decisions on technical, operational, reporting and fundraising issues for the duration of an assessment cycle. Co-chaired by SEAMEO and UNICEF, the Committee comprises core and honorary members. Core members are the countries participating in a current assessment and technical advisory experts as co-chairs. Honorary members are all non-participating ASEAN and SEAMEO countries and key partners. An annual committee meeting reports on the programme's progress and discusses the programme’s model, funding and activities.
The National Technical Team (NTT) is responsible for implementing SEA-PLM programme activities in each participating country. Team members are appointed by the participating Ministry of Education and are responsible for providing management of the SEA-PLM process at the national level and ensuring that all key partners are aware of SEA-PLM activities and their implications. The team undertakes their different roles and responsibilities with the support of contracted experts and key partners on a country case basis.
The Technical Support comprises contracted experts to provide assessment expertise and support to the SEA-PLM Secretariat and the participating countries. The SEA-PLM Secretariat and/or countries and their partners can contract external expertise and undertake different missions (capacity building, technical advice, quality assurance, methodology development) at the regional and national level in areas related to learning assessment methods and basic education reform design and monitoring.
The Technical Advisory Group (TAG) provides independent scientific and technical advice to the RSC and SEA-PLM Secretariat on methodology and reports, ensuring scientific reliability of assessment methodology and results. The group comprises international and regional experts in assessment appointed for the duration of a SEA-PLM assessment cycle. An annual Technical Advisory meeting reports on technical programme progress and orientates methodology and products.
The SEA-PLM Secretariat coordinates the day-to-day management of the programme, its technical, communication and fundraising activities, and is co-managed by the SEAMEO Secretariat and directors from the Education Section of UNICEF EAPRO. The SEA-PLM Secretariat is housed at the SEAMEO Secretariat in Bangkok, Thailand with dedicated staff from SEAMEO Secretariat and UNICEF EAPRO, Education Section.
A National Steering Committee (NSC) is established voluntarily in participating countries by governments and partners and oversees SEA-PLM's national implementation and funding. The NSC provides guidance and leadership to the National Technical Teams and plays a vital role in supporting results to inform educational policies.
